    In an emergency, no one cares whether it's city or county firefighters who show up to help.

    Soon, dispatchers won't have to either. At least, that's the goal.

    The chiefs of the Albuquerque and Bernalillo County fire departments say they hope to test a pilot program in July aimed at ensuring the closest unit responds to calls - regardless of jurisdictional lines.

    It's not as easy as it sounds, given that the two governments operate different computeraided dispatch systems. The checkerboard-like shape of city limits in the North Valley, South Valley and West Mesa is also a challenge, officials say.

    County Fire Chief John Garcia said he and his city counterparts have mapped out a "response zone" for each city and county fire station, without regard for whether the zone crosses city limits. They hope to test out the idea in the North Valley, starting July 9, he said.

    City Councilor Ken Sanchez said the concept has been under discussion for 15 years. "It's a huge milestone," he said.

    The July 9 target date was revealed Thursday when Garcia and city Fire Chief James Breen updated city councilors and county commissioners on the progress toward ensuring the closest units respond to emergencies.

    County Commissioner Maggie Hart Stebbins said the effort's importance was demonstrated by a recent incident in the North Valley. Someone had a heart attack just two blocks from a county fire station, but a city team stationed farther away responded because the incident happened inside city limits.

    Breen said a mutual-aid agreement already in place is intended to get the closest unit there, but that "human error" was responsible for the mistake.

    In any case, Garcia said the new "response zone" system should make it easier to get the closest emergency team there. Each station's zone was based on trying to ensure a four- to five-minute response time, regardless of jurisdictional lines, he said.

    But there will still be "gray areas" regarding which station responds, he said.

    "This will solve 90 percent of our issues, not all of them," Garcia told councilors and commissioners.

    Breen said a consolidated dispatch center for both agencies is probably the best long-term solution. In the meantime, personnel in both governments will have to be trained on new procedures before the July pilot program.

    County Commissioner Wayne Johnson said it's important that, when new computer equipment is purchased, the agencies ensure it allows the dispatch systems to operate well together.

    Commissioner Michelle Lujan Grisham said the integration should have happened earlier.

    "Honestly, I'm disappointed," she said after hearing the July 9 target.

    NFL upholds salary cap reductions following Atlanta meeting

    ATLANTA (AP) - An arbitrator has upheld the NFL's salary cap reductions on the Dallas Cowboys and Washington Redskins for this season and next.?

    The Redskins lost $36 million over two years, and the Cowboys lost $10 million for overloading contracts during the uncapped 2010 season despite league warnings about such maneuvering.

    Also, the NFL is making thigh and knee pads mandatory equipment for the 2013 season, a move the players' union was not pleased with since it had no input in the decision.?

    Two things seem to permeate the contract?s terms ? employment can be an effective counter-insurgency tool, and we don?t trust you. Here are some illustrative passages:

    ? Contractors must understand that the Afghan Security Guards SHALL NOT aim or point their weapons at U.S., Coalition, or Afghanistan National Security Forces. [emphasis in the original]

    ? Security guards are not allowed to engage in inherently governmental activities?Any activity that requires more than a response in self-defense to a hostile attack is inherently governmental.

    ? While on duty, all guards shall have a minimum basic unit load of 150 rounds of ammunition on their person if assigned an AK-47, 210 rounds of 5.56mm ball if assigned an M-4 rifle, and 30 rounds of pistol ammunition.

    ? Ammunition shall not be modified any way that will cause it go further or do more damage to personnel.

    ? Modifications include but are not limited to crossing the ammunitions tips, drilling the center of the bullets to make it similar to a hollow point round or adding additional powder to the casing to increase performance/distances.

    ? It shall be emphasized that they shall not shoot or otherwise harm U.S. military or civilian personnel but must instead report them to the proper Command authority as outlined in the SOP.

    ? When applicable, the contractor shall maximize the employment of incumbent guards at each location. To do so, the contractor shall give the right of first refusal to 100% of the incumbent workforce including supervisors and site managers. Additionally, the contractor should hire a minimum of 75% of its guard force from within a 50-kilometer radius of the location requiring security; subcontracting opportunities should also be afforded to those companies within 50-Kilometers of the location requiring security.

    ? At the very least, all guards recruited and subcontractors shall come from the local population where the sites are located; however, contractors may not recruit exclusively from a single village or tribe.

    ? Tribal Elders acceptance or ?by in? of hiring plans and subcontracting plans is essential to the success of the security operations in areas surrounding the installations where the services shall be performed. The intent of this is to retain stable, civil cooperation with the local political figures within the region to sustain high levels of force protection.

    ? Absent specific authorization, Security Guards shall not carry firearms concealed.

    ? The contractor shall provide payment to all guards no later than the 5th day of each month. A by-name listing of personnel not paid and/or not paid in full (along with an explanation of how much and why) shall be provided to the COR no later than the 10th day of each month. Monthly payroll records, in English, shall be maintained with each employee?s signature to validate payments made to each guard. All pay records shall be made available to the COR and/or the Contracting Officer immediately upon request. Afghan guards shall not be paid more than wages of an equally rated Afghani National Security Force member. Each security guard shall receive adequate pay to retain them as an employee; receive an adequate cost of living increase for each year that they work under any given contract.

    ? Contractor shall be responsible for maintaining an on-hand supply of ammunition appropriate to the local threat and rate of consumption.

    ? Duties include, without limitation, manning ECPs, tower guards, checkpoints, and other static positions; conducting vehicle and personnel searches; conducting security sweeps inside the installation, and assisting with minor Force Protection upgrades with in the immediate vicinity of the perimeter.

    ? Contractor personnel that are identified as a threat shall be immediately terminated by the Contractor, and at a minimum, the individual will be removed and barred from post.

    ? Contractor personnel shall not be permitted to eat in US Government dining facilities.

    ? Contractor shall designate a company uniform or dress code in accordance with Government of the Islamic Republic of Afghanistan (GIRoA) law that is distinctive from US, Afghanistan, or Coalition Forces uniforms. Contractor?s uniform must be recognizable on sight and properly worn throughout the course of each person?s duty day. Uniforms shall not be of a camouflage nature.

    ? Operations shall run 24 hours a day, 7 days a week.

    ? Contracted security personnel always maintain their ability to exercise self defense against hostile acts or demonstrated hostile intent, but are not authorized to undertake offensive operations.

    ? The Government may, at any time, terminate its security contract with Contractor if Contractor and/or its personnel act contrary to force protection standards.

    ? All Contractor personnel shall be subject to random screening to ensure that they do not have anti-coalition and/or subversive intentions.

    ? Personnel who fail a screening shall be immediately removed from the OP.

    ? No Contractor personnel shall have in their possession maps of the installations (whether professionally or personally made), cameras, or other memory type devices. Personnel found in possession of such materials shall be immediately removed from the OP.

    ? No Contractor personnel, management or otherwise, is permitted to have privately-owned cell phones or computers on the OP and personnel determined to be in violation of this paragraph shall be immediately removed from the OP.

    Attachment Parenting Isn't Asking Too Much of Parents ? Our ...

    There is still a lot of discussion centering on attachment parenting, even though the controversial TIME coverage was almost three weeks ago, which is equal to eons away in our instantaneous, cluttered, sensationalism-saturated mass media. You know that something ? some issue, some news story ? has made it big when it?s still being talked about this long after the buzz first began.

    Of course, TIME is hardly the first to bring attachment parenting into mainstream light and not necessarily in a good light. In all fairness, the articles included in the TIME package on May 21, 2012, were probably the most fair, least biased of any mainstream coverage on the parenting style that I?ve seen. But it still perpetuated a lot of myths: One that particularly irks me is the claim that there is no research to back up attachment parenting, when in fact it is very well researched and one of the branches of research where there are very certain results, with studies all pointing in the same direction rather than some studies contradicting one another.

    One of the myths that is particularly virulent ? but then again, always has been ? is that attachment parenting equals mommy martyrdom, that it asks too much of parents. I find this a little humorous, because what does that say about you if you think that there is a parenting style that asks too much of you? As if your child isn?t worth it. Are there parents who think that way? I hope not.

    What the argument is really, is revealing an overall lack of a sense of individual balance in our Western society. Asking us to do a little more for the betterment of our children, whom we love, wouldn?t be such a big deal if the majority of parents didn?t already feel tired and overworked and severely lacking some ?me? time. If our emotional cups were already full most of the time. But they?re not. As a society, we seem to be constantly seeking contentment, chasing happiness.

    There are plenty of theories abound of why this is, but I see it as our society asking too much of us. Mothers are supposed to work and raise children, and really, there are not many mothers who have a choice between working and staying at home. I feel fortunate that I am able to work from home, but the truth of the matter is, if I couldn?t work from home, either I would have to work outside the home and put my children in daycare or my husband would have to get another job. We just plain could not make it on one income, and we don?t use credit cards and very little debt in general. Actually, what kills our monthly budget is rising food costs and fuel costs, as we need to commute everywhere and we have chronic medical issues that require special dietary needs. Sometimes, I think about what it might be like to not have to work ? or at least not work as much I need to ? but that?s not reality.

    Fathers, thankfully most in the younger generations, recognize that women simply cannot do it all. They are beginning to realize that being a female does not automatically relegate all the housework to the woman. Especially if both parents work, it?s only fair that both should do the housework and parenting, right?

    What scares mainstream parents about attachment parenting is that it?s another thing to do, that it?s something else that they really need to do but just cannot get to, that not doing it could have real and lasting consequences and they already feel guilty of what they perceive to not be giving right now. Attachment parenting isn?t asking too much of parents but too much of people who already have too much going on in their lives. To give our children as much time and energy that mainstream parents are imagining that we ?attachment parents? give, well, it would require that they give up on something in their life ? and that would probably be the only thing in their life that gives them in sense of personal balance. It would require mainstream parents to re-learn how to be happy.

    It?s not that I?m judging mainstream parents who scoff at attachment parenting. I have strived to understand that point of view for a long time. I don?t agree with it, but I understand it. And I think I know how daunting that must be for mainstream parents who are faced with the drastic change in thinking that it would require to change to an attachment parenting style ? without first addressing their own unmet emotional needs.

    For attachment parenting to become more mainstream, it couldn?t come by force or policy ? but that isn?t our way as ?attachment parents,? anyway ? it would have to come by a shift in our societal attitude. And I think it?s coming, slowly, but it won?t be quick. It?ll take a few more national spotlights on the level of TIME magazine?s attention to get there.

    This is as a fascinating bit of minimalism as there has been in quite a long time, not only for its insights into the state of censorship in Iran(from what I can infer, Jafar Panahi's arrest sounds like something out of "Hawaii 5-0,") but for its symbolism in capturing a day in the life of Jafar Panahi, trapped inside waiting for loved ones to return on New Year's Day with fireworks going off just outside. So it may come as no surprise that the only identifiable movie on his DVD rack is "Buried" starring Ryan Reynolds. In all honesty, I don't think 'This is Not a Film' was really meant to be a title in a conventional sense. Rather, it is meant to possibly to work around the Iranian authorities' sentencing Panahi to six years of prison and 20 years without directing, writing a film or giving interviews.(His lawyer thinks there is a chance he could have the prohibitions thrown out and his sentence reduced but he is still going to jail.) All of which he bares up under with humor and fatalism. So, that only leaves him to talk about his old films in pointing out how little control he has had over his amateur casts in the past. To accentuate this, his pet iguana(which is bigger than most cars, by the way) takes center stage at times. So, he stages scenes from what would have been his latest film about a young woman who wants to attend university in Tehran over her traditional parents' wishes. This all comes about when Mojtaba Mirtahmasb conceives of a behind the scenes series on banned directors.(Another way of looking at it, is as they put it, when hairdressers get bored, they do each others' hair.) Even though Panahi does not want to appeal to other Iranian directions which might get them in trouble also, Mirtahmasb also is currently in hot water, too. And finally, the real reason for this being made, is as Panahi puts it, to petition for international pressure, or in other words, us.

    Tens of millions of years ago, cephalopods were hiding from their enemies in clouds of ink. And it turns out that cuttlefish today produce ink that?s almost identical.

    Researchers found fossils of two giant cephalopods that swam the seas more than 160 million years ago. Each one contained a preserved ink sac. Analysis of the sacs revealed that some melanin pigment?the stuff that makes the ink dark?had survived. Plus, the chemical makeup of the melanin was virtually the same as the pigment found in modern-day cuttlefish ink. The work is in the Proceedings of the National Academy of Sciences.     It?s rare to find preserved soft tissue in the fossil record. In addition, biomolecules often break down, leaving none of the original organic compounds. Melanin, however, has a sturdy structure that resists this fate. And the methods these researchers used to isolate it from the fossils could help other paleontologists better identify preserved organic molecules and their functions.

    The finding also demonstrates that when something works, evolution usually leaves it alone. Because if it ain?t broke, don?t fix it.
